Dubai-issued visas are checked through GDRFA Dubai. Visas issued through Abu Dhabi, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah use ICP. The issuing authority matters, rather than the airport where you land.
